Legislative Update: Home Stretch

There's a lot of work yet to be done as the Alabama Legislature works with only four days left on the 2024 regular session calendar. For more information on the bills we are monitoring, please check out the last blog post. Below is a status update on where our bills stand as time winds down.   1.  HB 326: Amends Entertainment Industry Incentive Act to include music production.
The Bill has passed House and will likely be introduced in the Senate 4/30 and referred to a committee. Senator Garlan Gudger is the Senate sponsor.
 
  1. HB346: Housing tax Credit
Bill passed House with amendments. It has been introduced in the Senate and sent to the Education Finance & Taxation Committee. Experts expect its passage will be connected to the education budget passage.
 
  1. HB358: Childcare Tax Credit
Bill passed the House 103-0. Like its counterpart HB346, it must now pass the Senate and will likely be connected to the passage of the state education budget.
 
  1. SB247 Workfroce Transformation Act
Bill passed and was signed into law by Governor Ivey on 4/25.
 
  1. SB293: Lawsuit Fairness Act
This is the most comprehensive tort reform bill in a decade is likely dead for the session. The bill was introduced late in the session with very lofty ambitions. Business groups will likely bring similar legislation to the floor next year, albeit with input from the business community and trial lawyers.
 
  1. HB144: Education Trust Fund & SB67: General Fund Budget
The record-setting $11 billion education budget has passed the House 103-0 and now heads to the Senate. The Senate’s record setting general fund budget passed 29-2 with one abstention and now heads to the House. The Alabama Legislature is required to pass the education and general fund budget every year. If this is not done during the regular session, the Governor will call a special session.
